신규 기능  
- `precondition`,  `postcondition` 키워드를 통해 설정값이나 상태에 대한 단언문을 작성할 수 있음  
- `replace_triggered_by` 를 통해 리소스의 대체 여부를 의존하는 리소스에 따라 결정할 수 있음  
- Terraform-native services로 보낼 인증 키를 `TF_TOKEN_`으로 시작하는 환경 변수로 지정할 수 있음  
- 실행 계획 (`terraform plan`)에서 보여주는 "Changes outside of Terraform" 부분에서 실제로 실형 계획에 영향이 있는 부분만 보여주도록 함
