ㅤ→ 한번 실행되고 자동으로 서비스에서 등록 제거됨

ㅤ→ 매 실행할 때마다 깨끗한 이미지에서 실행해야 하는 경우등, 특정 작업 끝난후 관리하는 동작등이 가능해짐

- 새 workflow_job 웹훅을 지원해서 Ephemeral Runner 들도 Auto-scale 가능

ㅤ→ 웹훅 받을 때마다 싱글잡을 추가하고 큐처리
