### 목록의 범위와 판정 기준
- **공식 문자 제안서**에 포함된 이모지만 목록 대상으로 삼으며, 가능한 추가 항목을 논의한 개요 문서나 비공식 요청은 집계하지 않음
- 이모지로 쓰일 의도로 제안된 기호만 고려하지만, 일부 항목은 해당 지위가 불명확할 수 있음
- 한때 제안됐지만 다른 제안서나 약간 다른 형태로 최종 추가된 이모지는 목록에서 제외됨
- 공식 불승인 공지가 없더라도 새 문자 추가로 이어지지 않은 제안은 거절된 것으로 간주됨
- 목록은 완전하지 않을 가능성이 높으며, 실패한 이모지 제안의 더 완전한 열거는 Unicode Consortium의 Emoji Proposals Status 스프레드시트를 참조해야 함

### 표의 구성과 표시 방식
- 표는 **Sample, Name, Author, Date, Document, Decision** 열로 거절된 이모지 제안을 정리함
- 샘플 이미지는 대개 제안서에서 직접 가져오며, 항상 모범 사례를 정확히 반영하지는 않을 수 있음
- 제안 문서에 적절한 그림이 없으면 **sample** 열이 비어 있음
- **decision** 열은 해당 이모지의 거절과 관련된 문서와 action item을 나열함
- 거절 관련 논의는 매우 모호할 수 있으며, 일부 논의는 같은 제안서 안의 다른 문자만 다뤄 목록의 이모지에 대한 결정을 암시할 수 있음
- 제안의 존재만 인정하고 입장을 밝히지 않은 노트는 별표(*)로 표시되며, 제안자에게 비공개로만 전달된 결정은 dagger(†)로 표시됨

- 내가 좋아하는 **guillotine emoji**가 빠져 있음. 아마 *정식* 제안은 아니었을 수도 있음: https://www.carrozo.com/guillotine-emoji

- **Frisian flag**는 아직도 아쉽고, 행성 이모지도 꽤 괜찮아 보임
  - 국기 대부분은 **정치적 유지보수 부담**이라, 조금만 앞을 내다봤어도 대다수는 거절됐어야 했다고 봄  
    왜 동튀르키스탄이나 캐나다의 모든 주는 국기가 없고, 대만과 영국 구성 왕국들은 북아일랜드만 빼고 국기가 있는지, 왜 일부 글꼴은 카탈루냐 국기를 지원하는지, 왜 [flag of Afghanistan](https://en.wikipedia.org/wiki/Flag_of_Afghanistan)은 대부분의 이모지 라이브러리에서 갱신되지 않았는지 같은 문제가 생김  
    Unicode Consortium이 무엇을 국기로 인정할지 결정하는 권한과, 그 중재·분쟁 부담까지 떠안고 싶어 하는 이유도 의문임

  - 🐿 U+1F43F CHIPMUNK라면 당연히 **줄무늬다람쥐**로 그렸기를 바람  
    U+1F52B PISTOL처럼 일부 이모지에서 벌어진 일은 별로임  
    펠리컨조차 없는 세상에서는 줄무늬다람쥐가 다람쥐 대용으로 충분히 가깝다고 봄  
    펠리컨도 여러 종을 따로 넣을 필요는 없고, California Brown은 미안하지만 안 된다고 생각함  
    다만 검은고니는 {SWAN}{ZWJ}{BLACK LARGE SQUARE}로 추가하는 게 말이 될 수 있고, 인코딩할 만한 차이가 있다고 느낌  
    참고로 내가 사는 Hyderabad 도심에 흔한 **Indian palm squirrel**은 줄무늬다람쥐와 매우 비슷해서, 무늬·비율·자세가 조금 다를 뿐 쉽게 헷갈림

- 왜 스웨덴 제지 회사가 **PMS face**와 생리 팬티 이모지를 제안한 거지? 😂
  - 더 큰 의문은 왜 아직도 **월경 관련 승인 이모지**가 없느냐는 것임
