개인이 누군지 알려주는게 아니니까요.

지금도 역학조사관들이 cctv보고 접촉자들에게 알려줘요.

cctv보고 분석하는대신에   앱가입시 자동생성된 익명 아이디를 기반으로 알림을 보내는주는건데..
