loading="lazy|eager" 가 whatwg의 HTML 정식 표준에 등록.

이미 크롬76, 오페라 64, 엣지79 버전부터 지원중이지만 표준에 등록되어 다른 브라우저도 같은 방식으로 구현 진행될듯
